'They were just splashing around'

GOOSE CREEK â€" Cassandra Jackson watched Saquan Meekins play with her 10-year-old son, Jon Jon, in their apartment complex pool in June. Though the child drowned about an hour after getting out of the water, Jackson didn't blame Meekins then. And she didn't blame the family friend, now 22, on Thursday after police released details of a charge of homicide by child abuse against him.

Residents view 17 possible ways of extending I-526

Opinions about extending the Mark Clark Expressway appeared to be as varied as the many possible routes shown Thursday to the public. Maps displayed at a public hearing at Fort Johnson Middle School showed 17 variations. All but one of the routes begin where Interstate 526 currently meets Savannah Highway and cross the Stono River to Johns Island.

Former Head Start agency investigated

MONCKS CORNER â€" The local agency that ran a $1.2 million deficit while managing federal Head Start and state grant funds is the subject of a federal investigation, according to the U.S. attorney's office. The Berkeley-Dorchester Counties Economic Development Corp. surrendered control of the grant programs in August after it ran out of money.

CSU aims to boost campus security

Charleston Southern University on Thursday announced plans to enhance safety at the private school in North Charleston after recent robberies. About 3,330 students are enrolled at the university, and nearly 1,100 of them live on the 300-acre campus on U.S. Highway 78.

Report cards to be delayed

More than 1.6 million report cards on the progress of South Carolina schools and districts won't be going home with students today because of a major goof by a testing company. Pearson, which has a state contract to score end-of-course exams, made a mistake in compiling students' scores.

Vought signs union deal

Vought Aircraft Industries Inc. has signed a three-year contract with its union employees in North Charleston, but a statement it issued Thursday elevated tensions between the company and the labor group that represents those workers. The Dallas-based maker of fuselage sections for the Boeing 787 jet expressed surprise that the International Association of Machinists and Aerospace Workers held an emergency meeting last Friday to ratify a labor agreement that contained "substantially" the same terms that the company offered when talks began a year ago.

Beddoes to share wisdom

During the past few years, Zanny Minton Beddoes of The Economist magazine has given speeches that questioned extravagant consumer spending and the country's growing debt to foreign investors â€" often to the distaste of her bullish audiences. But today, when she speaks in front of several hundred Charleston business leaders, Beddoes expects a little more empathy.

Clean Air Coalition forming

Representatives from local neighborhoods facing the most air pollution, along with medical professionals and environmental advocates, will come together as a single Clean Air Coalition next month. Myra Reece, chief of the state Department of Health and Environmental Control's Bureau of Air Quality announced the group's formation Thursday at the Charleston Metro Chamber of Commerce.

NEW YORK â€" Investors did an abrupt turnaround on Wall Street Thursday, muscling the Dow Jones industrial average up more than 550 points after driving it down near its lows for the year on a stream of negative economic and corporate news.
